Community Spirit
Webster Parishós (county) rural, country-like atmosphere provides many opportunities to enjoy outdoor activities and recreational pursuits, yet its location near Shreveport and the enterprising spirit of the natives has created an progressive economic atmosphere that makes a statement: ³Weóre open for business and ready for the future.²
Geography
The parish is set in the rolling red clay hills of Northwestern Louisiana and is covered by tall pine forests and hardwood bottoms on 390,835 acres. The twin bayous of Dorcheat and Bodcaw drain the central portion of the parish, which is 42 miles long by 12 to 16 miles wide. Lake Bistineau, which protrudes into the southern quarter of the parish adds to the natural beauty and the ³Sportsmanós Paradise² that is Northwest Louisiana.

Department
The Webster Parish Sheriff’s main office is located in the Parish Court House in Minden and handles all of the criminal, civil and tax division operations, as well as police protection, throughout the parish. There are 47 full-time deputies, 28 of them providing 24-hour patrol throughout the parish

Webster Parish has 18 fire stations with 30 firemen and 197 volunteer firemen located throughout the parish.
Hospitals
In Minden, one hospital provides 108-plus beds for area residents. The medical field is comprised of 13 doctors, 8 dentists and specialists which provide medical care for the area. Two nursing homes with 350 beds also serve the community.

In Springhill, Humana Hospital is a modern 153 bed facility with a six-bed Intensive Care Unit, a Kidney Dialysis Unit and new Physical Therapy and Respiratory Therapy Departments. The Fountain View Nursing Home is also located in Springhill.

A local 911 service is being established in the parish for police, fire and ambulance services.

Residents have access to the large number of medical facilities located in the regional area, including the LSU Medical Center in Shreveport and numerous other public and private medical facilities.

Parks
and
Recreation
Organized sports leagues include little league, YMCA, YWCA and church league activities. Webster Parish also has 2 golf courses, 5 community swimming pools and 14 tennis courts. Boating, tubing, and fishing on local rivers are also major activities for visitors and residents of the parish.

Shreveport has a symphony, opera and ballet and NCAA college athletics are available from Grambling University, Northwestern State University, Louisiana Tech University, and others. AA Professional Baseball is available with the Shreveport Captains at the Fairgrounds only 30 miles from Minden.

Louisiana Downs, 20 miles away of I-20 and U.S. 80 in Bossier City is one of the nationós top thoroughbred racetracks. The four-level, glass-enclosed grandstand contains a variety of restaurants, bars and seating areas. Racing season runs from April to November, Wednesdays through Sundays. Off track betting available January through March.


Shopping
The Shreveport Central Business District and Bossier City are only half hour to one hour away, and have seen an explosion of retail activity in the past few years.
Media
Communications in the area include a local daily newspaper (The Minden Press-Herald‹Minden, circulation: 5,000 daily; 5,000 Sunday) and a weekly (The Springhill Press‹Springhill, circulation: 5,000). Metropolitan daily newspapers from Shreveport are also circulated in Webster Parish.

Local radio stations include KASO (AM), KASO-FM in Minden and KBSF-KTKC(FM) in Springhill. Many Shreveport stations are also available.

Television stations can be received from Shreveport including all four networks (ABC, CBS, NBC and FOX ), as well as several independent and public broadcast stations. Cable service is also available in the parish.

Climate
Webster Parish enjoys a complete seasonal cycle with pleasant spring and fall seasons. Winter months are usually mild with cold spells of short duration. Snowfall is less than 2" per year. The summer months are quite warm, with an average daily maximum temperature in July and August of 93 degrees.

Transportation

Webster Parish
Webster Parish is located in Northwest Louisiana, a region of Louisiana with a population of more than 450,000. It is bordered on the west by Bossier Parish, and on the south by Bienville Parish. To the north is Columbia County across the Arkansas state line and to the east are Claiborne and Bienville Parishes.
Interstate
Highways
From Webster Parish, a manufacturer can realistically expect third-day truckload service to major markets in 31 states and the District of Columbia. Within this 31-state area are 69 percent of the nationós population and 70 percent of its manufacturing plants.
U. S. Highway 80
U.S. Highway 80 parallels Interstate 20 through the southern portion of the parish and continues to the eastern and western borders of the state.
State Highway 7
This road is on the Federal Aid Secondary program (FAS, 50ft. ROW with 24 ft. paved surface). To the north of Webster Parish Highway 7 extends past the state border into Arkansas. In the parish it is the main road connecting Minden to Springhill. To the south Highway 7 runs toward U.S. 71, State Highway 1 and the new Interstate Highway 49, all major routes to the southern part of the state. This highway is well used and maintained for commercial traffic between I-20 and the industrial plants in the Springhill area.
The main transportation arteries through Webster Parish are state Highways 7, which runs the entire north/south length of the parish, and Interstate Highway 20, which runs through the central part of the Parish on its way to either the east or west coast of the United States. U.S. Highway 80 parallels the Interstate and U.S. 79 cuts a diagonal through the parish heading in a northeast and southwest orientation. Railroads
Webster Parish is also served by the Kansas City Southern Railroad. The tracks run north through Heflin, Minden, Cotton Valley, Sarepta and Springhill. Rail rates in Louisiana for many commodities tend to be lower than those in the other states because of the competition from barge carriers. Kansas Southern Railroad handles a significant volume of containers, TOFC and carload traffic between Louisiana and most of mid-America.
Port
Facilities
Northwestern Louisiana and various state and federal agencies are working together to bring a viable water transportation route back to the Red River, which will enhance access to the Port of New Orleans and other ports on the Gulf Coast. Planners are committed to building ports on the river, which will contribute significantly to Webster Parishós economic potential.

The first indication of this is the establishment of a 100-acre warehousing, manufacturing and distribution center located in Shreveport. Interport, as it is called, has been designated a Customs Port of Entry, a Foreign Trade Zone and an Enterprise Zone giving it multiple tax advantages. These advantages plus the location of Shreveport near the center of United Statesó population makes Northwest Louisiana an ideal location for warehousing/distribution facilities.

Cargo can be delivered by barge from Louisiana to all of mid-America via the 19,000 mile Mississippi River System. Louisiana also sits at the center of the Gulf Intracoastal Waterway system that rims the northern Gulf of Mexico. Further, the state itself has 4,500 miles of navigable waterways served by 25 harbor and terminal districts, many of which can issue low-interest industrial revenue bonds to finance manufacturing and storage facilities. Also through the state there is a port construction and priority program that may assist in funding port facilities.

Deep Water Ports
Louisianaós lower Mississippi corridor is the leading port area in the world with a total annual tonnage of over 345 million tons. The port area stretches 230 miles inland on both banks of the river with more than 110,000 acres of large, affordable deepwater sites with barge and ship access. There are several campus-type industrial parks suitable for warehouse/distribution operations, offices, sales/service facilities and light manufacturing/assembly.

Three of these authorities The Port of South Louisiana, the Port of New Orleans and the Port of Greater Baton Rouge operate Foreign Trade Zones. Imported materials may be processed or repackaged in these zones without paying United States Customs duties or certain taxes.

Airports
Minden Airport, with a 5,000 foot paved, lighted runway, accommodates business jets. It is located just three miles from the downtown area of the city. The runway is lighted for night flying, fuel, storage and maintenance are available on premises, and automobile rental is offered by Minden auto dealers.

Springhill Airport is located approximately 3 miles southeast of the town limits. The runway is 3,400 feet in length with an asphalt surface.

Shreveport Regional Airport serves Northwest Louisiana with more than 20 national airlines. It is 30 miles from Minden and accessible via Interstate Highway 20. Commercial carriers include American, Continental, Continental Express, Delta, Northwest, Northwest Airlink, American Eagle and LóExpress. One of the two runways is 8,350 feet long, 200 feet wide, grooved with category II lighting. Major repair facilities and fuel are available. Sixty-eight Louisiana cities have hard-surfaced public airports, most with night landing capability. Another 250 private airports can accommodate light aircraft.

Nationwide passenger and parcel service are provided by Kerrville and Greyhound Bus Lines. Airborne, Emery, United Parcel Service and Federal Express are available.
