France gives Scotsman John Law s Compagnie des Indies a 25-year monopoly on trade and government in Louisiana on condition that he send out at least 6,000 whites and 3,000 blacks to settle the vast territory that includes the Illinois country. A superior council is created to govern the colony. It is composed of five members who were initially directors of the trading company. The only Spanish Mission in Louisiana is erected near Natchitoches, soon after the French establish Natchitoches. A fort is built four years later nearby as the Spanish are wary of French encroachment.
Near Many is the controversial Neutral Strip bounded by Sabine River West and Arroyo Honda East. It was claimed by the United States after the Louisiana Purchase, 1803, and by Spain as the ancient boundary of Mexico.
Bienville is awarded the medal of the Royal Military Order of St. Louis in recognition of his service to the crown that included his explorations of the Gulf Coast and governing early French settlements in the area.
He has survived the criminal investigations started in 1706, but had made many enemies of political authorities and clergy whose attacks against him are both public and malicious. He is officially appointed commandant-general by John Law, for his twenty three year presence has prevented encroachment by both Spanish and British forces.
French St. Reyne Concession near St. Francisville, La. is later abandoned. It was the site of early Houmas & Tunica Indian villages. John Law as creator of the Company of the West, proclaims New Orleans a city in honor of Philippe d Orleans, Regent of France and orders Bienville to establish it.
