A statement prepared by Chaville and approved by De Pauger discusses the construction of the first levee in front of the city. The contractor is Claude Joseph Villars Dubreuil. The levee is 3000 ft in length and takes 4231 man days of slave labor to build.

A plan by De Pauger shows the levee at the river and a small palisade built around the city rather than the previous faux fortifications. At this time Franquet de Chaville leaves the colony. He is one of the people that wanted to move the city below English Turn, and quite possibly he cannot handle De Pauger's temper.

De Pauger designs a parish church to replace the original crude structure. It is still under construction in 1726. Also at this time he advises against relocation of the city below English Turn. The first school in Louisiana is organized by Father Cecil, a Capuchin priest. It is located on St. Ann St. near the Place d’Armes. French Code Noir is established in Louisiana colony, but not all provisions will be enforced. Fugitive slaves did not always receive the punishment that the code decreed, interracial cohabitation went on; and blacks and mulattos were emancipated in violation of the law.
