South America & Caribbean: The Spanish King Carlos III grants an earlier request by Alejandro O’Reilly that a tribunal of appeals in Havana be created to hear appeals from the new Louisiana colony.
It consists of the Captain-General, the army and navy judge advocates and the attorney (fiscal) of the Royal Treasury and is under the nominal authority of the Audiencia of Santo Domingo. It will review all death sentences, appeals in criminal cases and civil cases over 330 pesos.

Speeches in Parliament are to be published over protests. Encyclopedia Britannica in three volumes. New Orleans experiences its first serious fire of the Spanish era. It breaks out on Conti Street, but few volunteer to fight the blaze. Governor Luis de Unzaga issues an edict that requires all able-bodied men to help and provides fines for men and slave owners who did not comply. At this time many one-story buildings lacked chimneys and residents built fires on dirt floors, a practice the edict discouraged. A large quantity of leather buckets were purchased.

The Cabildo hears a complaint that masters are permitting their unskilled slaves to hire themselves out, paying their masters a rent for the privilege. Without skills, however the complaint says that these slaves resorted to theft and other mischief. The Cabildo warns slave owners against this corrupt practice.

The Cabildo’s treasury shows enough surplus to provide formal livery for its porters. A formal request is sent to the king outlining the deplorable state of the Louisiana colony due to restrictions on commerce. Last year’s tobacco for slave request has done little to relieve conditions. Governor Unzaga tacitly allows the smuggling to continue.
