A flour shortage is expected in 1772 because of the arrival of more Spanish soldiers. The Cabildo and governor Unzaga take measures to control the market. Because few small coins circulate in Louisiana the price of bread and other basic commodities is changed by raising or lowering the volume of the product. After being under the jurisdiction of the Bishop of Havana until now the Catholic Church sends Vicar General Cirilo de Barcelona and several Spanish Capuchin priests to New Orleans. He later becomes the Auxiliary Bishop of Louisiana and West Florida. De Barcelona notes concubinage among French Capuchin priests. In 1772 the Cabildo spends over 500 pesos to dump 4,837 cartloads of dirt on the levee facing the city. Although there are many private schools and tutors in the city 1772 is the first year that a public school operates in New Orleans. It is directed by Andres Lopez de Armesto. Although the Spanish government opened it to establish use of the Spanish language, many classes were in French. Its enrollment never exceeds 150. Armesto later leaves the school and finds his destiny in political offices and commercial ventures.
