April 1778 April 1, 1778; Bertrand Gravier buys 17 arpents along the river and has it surveyed as Faubourg Ste. Marie from the Tchoupitoulas road back to Nayades (St. Charles Ave.) by Surveyor General Laveau Trudeau. Development moves slowly until the fires of 1788 and 1794. April 3, 1778; Juan Arnoul purchases the office of Receptor de Penas de Camara from Cristobal Galpion. He holds the post until his death on September 3, 1789. The post remains vacant until the transfer of the territory to the United States in 1803. |

Oliver Pollock is appointed U. S. Agent in New Orleans. Fortifications around New Orleans, including Spanish Fort which guards Bayou St. John, are rebuilt by Galvez to protect the city from attack. |
In 1778 the Cabildo sends its appreciation to the king for opening up trade and encouraging Louisianas growth and development. | Governor appoints Commandant Pierre Philippe de Marigny to parcel land on the bayou Terre-aux-Bouef "Land of Oxen", in St. Bernard Parish for Canary Islanders. Later Creole planters bought large estates on the bayou. Gilbert St. Maxent is charged with settling Islenos at Galveztown and Valenzuela. Valenzuela dans La Fourche is founded under Spanish rule by Canary Islanders on Bayou Lafourche. They are later joined by Acadians and others. The post is believed to have been on site of Belle Alliance Plantation, a 841 acre grant to Don Juan Vives, early Spanish physician and officer in the Galvez Expedition. |
The Cabildo exercises eminant domain in 1778 when it builds the River Road. Proberty owners along the river must maintain a clear roadway along the river to permit crews of ships to throw lines to tie up to the bank or move upriver. Military commissions are signed by Don Bernardo de Galvez for Zenon Trudeau (1748-1813), brother of city surveyor Charles Laveau Trudeau (ca. 1750-1816). |
During 1778 the Cabildo brings suit against Dr.
Francisco La Casa of Natchitoches
for practicing medicine without a license. A Smallpox epidemic has broken
out in Natchitoches and the Cabildo sends physician Jean Roulles to
aid the residents. When he returns to New Orleans Rouelles demands that
La Casa be prosecuted in absentia. They find him guilty and fine
him five pesos, but granted him a license when his certificates were
presented. The Cabildo also asked Rouelles to be more open-minded.
The Cabildo attempts, in 1778, to take over control of Charity Hospital during a time when it is favorable to them. Vicar General Cirilo de Barcelona complains to governor Bernardo de Galvez, but it is three years before the matter is corrected. |
