On December 4, 1919 the French Opera House is destroyed by fire. It has been a center of culture in New Orleans for half a century
John M. Parker is elected Governor. Parker, a reformer who had business interests in New Orleans and St. Francisville, stood up to the Ku Klux Klan, began the development of Louisiana State University into a great educational center and tried to bring a backward state into the 20th century. He moved too slowly to achieve real change that the state needed. Prohibition affects Louisiana s the 18th Amendment and the Volstead Act go into effect. Rum-running becomes a way of life in St. Bernard Parish. 10,000 Orleanians are said to be making home brew. Traditional saloons are replaced by ³soft drink stands² and speakeasies where ³a wink will get you a drink, if you re known to the house. Izzy Einstein was a master of disguise and a most prohibition agent who came to New Orleans in 1923 and bought liquor within 35 seconds of arriving. Raids came often and peaked on August 11, 1925 when 200 out-of-town agents uncovered 10,000 cases of liquor. The ³be careful² went out along the Tango Belt. On December 10, 1926 86 establishments had been closed and New Orleans had more padlocked speakeasies than any city in the nation. By 1928 the Coast Guard had stopped most smuggling and most available liquor was moonshine, often unsanitary and even lethal. On April 13, 1933 beverages containing 3.2% alcohol are legalized by Congress and within a few days 911 retail beer permits were issued in the city. Delta Steam Ship Lines founded. Until 1919 the Louisiana State Bank building at 403 Royal Street has been used continuously as a bank building since it was designed by Benjamin Latrobe in 1820. Louis Armstrong invited to play on riverboats out of St. Louis.
