O.K. Allen dies suddenly in office on January 28, 1936 thrusting president pro tempore James A. Noe into the office of Governor of Louisiana.

Ernest Kador, Jr. known as Ernie K-Doe is born in Charity Hospital , New Orleans on February 22.

In early May of 1936 a transport plane landed at Shushan Airport (now Lakefront Airport) Reporters were told that the three passengers were wealthy oil men. The next afternoon several black automobiles draw up near 3343 Canal Street and men bearing sub-machine guns and automatic rifles carefully place them selves around the building. The ground floor apartment has been rented by a young man named Eddie O Hara, his pretty red haired wife and a male friend. Eddie O Hara is an alias for Alive Karpis, 25, and public enemy number one. He walks out of the apartment and into the arms of J. Edgar Hoover and the FBI. Alvin Karpavicz is wanted for a dozen murders, a couple of kidnappings and theft of more than $1 million in robberies throughout the Midwest. Karpis spends 32 years in jail, including 25 years at Alcatrez. He is paroled in 1969 and commits suicide in Spain ten years later.

Leche becomes Governor of Louisiana. Elizabeth Marie Thomas Werlein (1887-1946) becomes a leading lobbyist in urging the creation of the Vieux Carré Commission and is successful before the end of the year. She had been born in Bay City Mich. and her early life seemed a fantasy adventure. She studied Opera in Paris, became engaged briefly to a Russian prince, Empress Eugenie gave her a gold ring. She was introduced to Grand Duke Michael, commanding the Russian navy, tried to curtsey, slipped and fell. In 1908 she was one of the first women to fly in an airplane and later earned a pilot s license. She was engaged to a British viscount when she returned to the states to prepare for the wedding. She met Philip Werlein and fell in love. When she settled in New Orleans the Vieux Carré became an immediate attraction for her. She ³policed the Quarter urging building owners to restore their buildings and clean up the trash.. Some citizens said what it needed was a good destructive firs.. In 1907 the city had replaced an entire square of old buildings with the Civil Courts buildings. Some suggested doing away with the Cabildo. and once a zoning consultant wanted to demolish 10 entire blocks between Rampart and Dauphine. By June 1938 Elizabeth Werlein headed the newly formed Vieux Carré Property Owners Association to keep an eye on the ever wavering commissions. She got surprising support from mayor Robert Maestri, who helped remove a red light district from the Quarter area. When her children grew up she renovated and moved into a house at 630 St. Ann St. Her vigilance in the Quarter was non-stop. In 1941 she drew up a list of 64 types of businesses forbidden in the Quarter that were flourishing there. During the war she fought suggestions to sacrifice the areas iron grillwork to the war effort. in 1942 she received an honorary membership to the American Institute of Architects. She dies in April 1946. The Long organization under Governor Richard Leche, strangles the New Orleans City administration with laws and forces New Orleans mayor Semmes Walmsley to resign. Leche chooses a replacement, Robert Maestri, who maintains an iron fisted rule with the help of a Long-RDO alliance for the next decade The Vieux Carré Commission, authorized by an amendment to the state constitution, will expand the role of the earlier Vieux Carré Association.
