Moon Landrieu s upset victory over Jimmy Fitzmorris means that coalition politics has replaced machine politics and that the black vote has emerged as a strength in local elections. The passing of the voting rights act means that Landrieu will carry 98 percent of the black vote in the run off. City government becomes truly integrated. Carnival becomes more democratic and gives a boost to tourism as Bacchus rolls for the first time the weekend before Mardi Gras. A new side of Carnival is business oriented but not commercial oriented and exists smoothly along side the traditional social aristocracy. Plaza Tower on Howard Ave. is completed and at this time is the tallest building in the city. Louis Armstrong appears in a scene with Barbara Streisand in Hello Dolly!
