On Jan. 7 the city of New Orleans is paralized by the "Howard Johnson sniper". Mark Essex, who had already killed four people, beginning with two police officers at central lockup on New Years Eve, drives his car to the hotel's parking garage and begins a reign of terror which ends only after a helicopter and police snipers on nearby buildings are put into action.
